BUILDING LICENCES
1. FOR WHAT TYPE OF WORKS DO I NEED A BUILDING LICENSE?
Any work related to a building or a land, needs a Type of Building License.
2. HOW MANY TYPES OF BUILDING LICENSES EXIST?
There are 3 key categories of Building Licenses:
a) Article 30- Law 4495/17
b) Small Scale Construction Works Approval
c) Building License
3. WHAT WORKS CAN BE DONE IF HAVING THE ARTICLE 30 – LAW 4495/17 APPROVAL?
This approval works for:
1) interior painting or small scale repairs to doors and windows, or small scale repairs for hygiene / use purposes
2) small scale repairs which do not affect the bearing structure of the building or any type of constructions needed for disable people’s services. This excludes the construction of elevators of article 2 Law 4067/2012
3) exterior painting or railings’ replacement without using scaffolds
4) maintenance, repair or partial replacement of installations and pipelines of buildings
5) interior and exterior doors / windows replacement to the same openings
6) maintenance and repair of roofs without using scaffolds
7) small changes to the natural earth level of maximum 0,80 m in height or depth
8) split unit installation and wall-mounted gas boiler for heating and domestic hot water production on existed buildings (paragraph 10 article 16 – Law 4067/2012)
9) solar panel installation (paragraph 2ii and 2iii article 19 – Law 4067/2012)
10) works for installing passive solar panels or replacing exterior windows/ doors or putting / replacing a chimney to the façade of existed buildings, without using scaffolds
11) installing other equipment to the buildings like wardrobes and flower pots, changing or removing exterior divider to balconies, or installing small scale decorations like fountains, statues, benches, tables, or pet houses until 3sqm to the uncovered area of the plot
12) constructing ovens, fireplaces, bbq with their chimneys to the uncovered area of the plot, with the condition that there is a house building inside the property, that legally existed, and it is not affecting the bearing structure of the house building
13) pergola construction with or without semi- permanent shades under 50 sqm to the ground level of the plot and only if it is not forbidden from other conditions existed to this area
14) constructions like staircases, inclined planes (ramps), terraces to the ground level of the land
15) installing semi- permanent shades like tents, blinds
16) floor covering, only if its total area is under the 1/3 of the total uncovered area
17) constructions for creating an entrance to a property of max height 2,50 m, depth 2,50m and width 1,00 m
18) constructing bases for putting electric meters to the borders or inside the uncovered area of a land, according to the law
4. WHAT WORKS CAN BE DONE IF HAVING A SMALL SCALE CONSTRUCTION WORK APPROVAL?
1) excavation ground tests for an excavation after the archeological approval
2) installing pre-fabricated houses when it is need for specific group of people
3) installations for pumping facilities and building to the very specific dimensions for hosting them and only if they have an official approval by Agricultural Department
4) constructing any type of underground cemetery of max area 25 sqm and 4m in depth
5) installing of non-permanent constructions (paragraph 72 article 2 Law 4067/2012) which is accompanied with a certificate of static adequacy
6) constructing an elevator, which is needed to be used for disabled people to existed buildings
7) cut trees inside city’s borders or inside protected areas
8) underground stations of distributing or counting natural gas
9) scaffolding installation
10) construction kiosk placement on site
11) Excavation of cable ducts within gas station grounds or plots for the installation of inflow-outflow systems
12) exterior painting work or railing replacement or plaster repair or facade repair with the use of scaffolds
13) covering of facades and replacement of window glasses by using scaffolding
14) construction of a pergola with an area of more than fifty (50) sq.m. in uncovered areas of the property, front gardens, or ground floor terraces. On roofs, outdoor areas and open balconies, approval of small-scale construction works is required, regardless of surface area
15) installation of an uncovered water tank or swimming pool, with a maximum area of fifty (50) m2, served by external compact engine room systems, provided that a reinforced concrete wall is not required for their installation, that the height of the structures at no point does it exceed one (1.00) meter from the final ground level, no excavations or embankments of the natural soil greater than one and a half (1.50) meters are required for their placement and the planting provided for by the written provisions is carried out necessarily uncovered space
16) internal arrangements, as well as changing the use of a room/ building, provided that the load-bearing structure of the building and are not changed to the most unfavorable loads and the category of seismic importance according to the EAK.
17) construction of planted roofs and planted surfaces
18) installation of external thermal insulation or passive solar systems on the external faces
19) maintenance and repair of roofs using scaffolding
20) simple fencing of stonework up to a height of one (1.00) meter or fencing of light material fields in non-planned areas and in settlements lacking a city plan.
21) fencing with rough construction, such as barbed wire, on plots that are not paved in planned areas
22) construction of a single stone-built warehouse per cultivated farm, in accordance with par.4 of article 6 of 24.5.1985 p.d., with a surface of up to fifteen (15) square meters and a total height with the roof up to three (3.00 ) meters, as long as reinforced concrete is not used on its roof and it is constructed independently of any existing main building, after approval by the competent Directorate of Agriculture, subject to the provisions of the above provision of 24.5.1985 p.d.
23) construction of stoves and ovens with their chimneys, for the service of professional use, as long as it is documented by an engineer’s technical report that the static adequacy of the load-bearing structure of the building is not affected
24) roof reconstruction
25) functional combination of spaces in accordance with par. 5 of article 23 of Law 4067/2012
26) addition of an area of up to five (5) square meters, exclusively for reasons of hygiene and use, in buildings existing before January 31, 1983, in stagnant settlements and in settlements before 1923 and under two thousand (2,000) inhabitants, without requiring evidence of building legitimacy
27) installation of antennas, except antennas for receiving radio and television signals, as well as antennas for radio communication and mobile telephony
28) installation of an autonomous heating system
29) interventions on the facades of buildings to modify or open new openings, as long as the load-bearing structure of the building is not affected and the interventions do not conflict with more specific provisions
30) temporary wooden constructions for auxiliary use up to 8 sq.m. and a maximum height of 2.50 meters, which are placed in the uncovered area of the land
31) PV system installation works, for the cases required according to more specific provisions
32) wind turbine installation works, in accordance with the applicable regulations.
33) separation of horizontal properties
34) installation of noise protection structures (sound curtains) on roofs or in uncovered areas of existing special buildings, with the aim of dampening sounds coming from air conditioning machines
35) constructions within the plot-field for the creation of entrance areas to the plots and fields, which do not fall within the scope of paragraph 1 of article 30 of Law 4495/2017
36) installation of units for the preparation of soil improvers and fertilizer (compost) from a pre-selected organic fraction of urban waste in Organized Receptors of Manufacturing and Business Activities (O.Y.M.E.D.) of article 64 of Law 4819/2021 in areas outside the city plan and boundaries settlements, including the construction of supporting buildings, such as a staff office and a storage area for materials and equipment, with a total area of up to one hundred (100) sq.m.
37) installation works of battery technology electricity storage stations.
5. WHAT WORKS CAN BE DONE IF HAVING A BUILDING LICENSE?
All works that are not included to the Article 30- Law 4495/17 or Small Scale Construction Works Approval, can be approved by a Building License.
6. DO I NEED A LICENSE IF I JUST WANT TO DEMOLISH A BUILDING OR PART OF IT?
Yes. It is needed a Building License for Demolishing.
7. HOW LONG IT IS VALID EVERY LICENSE / APPROVAL?
a) Article 30- Law 4495/17 is valid only the day of its authorization
b) Small Scale Construction Works Approval expires in one (1) year
c) Building License expires in four (4) years
8. HOW LONG IT TAKES TO GET EVERY LICENSE / APPROVAL?
a) Article 30- Law 4495/17 is verified the moment when the engineer submits all required documents to the platform e-adeies
b) Small Scale Construction Works Approval is verified the moment when the engineer submits all required documents to the platform e-adeies
c) Building License: it depends from the location of the land / the use of the building and the square meters of the building. Our team of experts will guide you further according to your specific project.
Of course, prior of submitting for any permit, the engineer needs a period of to prepare all necessary documents and studies.
9. IS IT POSSIBLE TO START DOING ANY WORKS BEFORE GETTING THE OFFICIAL LICENSE / APPROVAL? OR I HAVE TO WAIT UNTIL I GET IT?
No. No construction work can be done before getting an official Permit / Approval.
10. DOES ANY INSPECTOR CHECKS WHAT / HOW WE BUILD?
Of course. An inspector is always coming to check the key features of the project. According to the type of the project, an inspector is coming one, two or maximum three times on site in order to officially verify that all works are following the official studies/ drawings.
11. WHAT IS “ΠΕΚ” AND WHY I NEED IT?
“PEK” or Construction Inspection Certificate, is the name given to the document issued by the Construction Service and certifies the successful completion of a project.
To get this verification, you need:
1) Final inspection report
2) Energy Performance Certificate (ΠΕΑ)
3) Recycling Waste Certificate
Your engineer will advise you on how to get these papers.
12. I HAVE COMPLETED THE CONSTRUCTION OF MY NEW VILLA. HOW CAN I GET PERMANENT ELECTRICITY?
After getting PEK verification, your engineer will apply for electricity to DEDDIE.

2. HOW MUCH DOES A VILLA CONSTRUCTION COSTS?
The budget of a construction depends on many factors. One of the most important parametes is the choice of materials. In any case, the construction of a conventional house made of reinforced concrete starts from 2,500 euros / sq.m.
3. HOW MUCH TIME IT IS NEEDED TO CONSTRUCT A VILLA?
The construction of a conventional house made from reinforced concrete may last from 8 to 12 months.
4. WHAT TYPE OF CONSTRUCTION SHOULD I CHOOSE? REINFORCED CONCRETE CONSTRUCTION, METAL FRAME CONSTRUCTION, OR WOOD?

There is no visual difference on exterior facades between conventional and metal construction. Their differences are found in internal structure of the construction and not to the covering elements.
Construction timeframe
On this point lies the big difference between the two types of construction. Metal construction will be completed at least 2-3 months earlier than the conventional construction.
Cost of construction
Although the myth prevails that a metal structure costs significantly less than a conventional one, in reality, there is no significant difference. Although the cost of metal costs more than reinforced concrete (concrete), the speed of construction of a metal structure ensures less operational costs and material wastage. Therefore, when completing all construction stages for both cases, the final construction cost is almost the same.
Quality
The choice of the right materials in both types of construction is the one which will determine the quality of the construction. If the appropriate materials will be used, there is no doubt for sound insulation, humidity, energy efficiency, etc. in any of the two solutions.
Architectural Design
This is where a significant advantage is given to Metal construction: there could be building with long openings withount intermediate supports. In addition, the metal construction gives the oportunity for longer beams, without bulky beams. Thus,this is giving a better aesthetic result as the beams are hidden in the false ceiling.
Safety
Both types of structures are equally safe. In earthquake conditions, metal material effectively absorbs shocks due to its lightness and elasticity. Same does the concrete reinforcement
